Glenn E. Floyd
(1937-2025)
Glenn E. Floyd, founding attorney of Floyd Law Firm, P.C. based in Norman, Oklahoma, was a pioneer in public finance law and devoted more than five decades to the practice of law, building one of Oklahoma's most distinguished public finance practices. From founding the firm in 1972 until his retirement in 2022, Glenn focused his practice on public finance, taxation, and business law, completing more than 4,000 financings during his remarkable career. Floyd & Driver lawyers began their careers with Glenn Floyd.
Before entering the legal profession, Glenn taught mathematics at East Central University, the University of Arkansas, and the University of Oklahoma. He later served as a Special Lecturer at the University of Oklahoma College of Law from 1969 to 1971 and as a member of the Oklahoma House of Representatives from 1975 to 1978.
A nationally recognized authority in public finance, Glenn authored numerous articles published in the Oklahoma Law Review, Boston University Law Review, Tulsa Law Journal, The Monthly Digest of Legal Articles, and The Bond Lawyer. He also authored and edited multiple editions of Tax-Exempt Municipal Bonds in Oklahoma (later Municipal Bonds in Oklahoma), a leading reference for public finance practitioners in the state.
Glenn was a founding Fellow and Director of the American College of Bond Counsel, a Charter Member of the National Association of Bond Lawyers, founder of the Oklahoma Public Finance Forum, member of Phi Delta Phi, Pi Mu Epsilon, and order of the Coif, and a member of the Oklahoma and American Bar Associations. In recognition of his professional accomplishments, he was named a Distinguished Alumnus of East Central University in 1996.
Born in Bakersfield, Missouri, on August 16, 1937, Glenn earned a Bachelor of Science in Mathematics from East Central State College, a Master of Arts in Mathematics from the University of Arkansas, with further graduate study in mathematics at the University of Oklahoma, Princeton University, University of Miami and the University of Texas, and earned a Juris Doctor from the University of Oklahoma, and a Masters of Law (LL.M.) degree from Harvard Law School with further law study at the University of Texas.
Glenn's exceptional legal career, dedication to public service, and lasting contributions to public finance have left an enduring impact on the profession, the State of Oklahoma, and the countless clients and colleagues he mentored throughout his life.
