The financing reduced the immediate burden on local property owners while allowing all consumers contributing to the County's sales tax base to participate in funding the obligation.

American Indian Cultural Center and Museum Project
Floyd & Driver, PLLC served as Bond Counsel in connection with multiple bond issuances beginning in 1994, totaling more than $63 million for the development of the American Indian Cultural Center and Museum through the Oklahoma Capitol Improvement Authority. The landmark project, envisioned as part of Oklahoma's Statehood Centennial celebration, represents a public investment exceeding $100 million and includes a world-class cultural center and museum, outdoor gathering spaces, and related amenities situated on approximately 34 acres along the Oklahoma River.
Floyd & Driver, PLLC served as Bond Counsel in connection with the issuance of $26.04 million of lease revenue bonds for Norman Public Schools through the Cleveland County Educational Facilities Authority. The financing supported construction of the Norman Public Schools Aviation Academy at Max Westheimer Airport, a collaborative initiative involving the State of Oklahoma, the University of Oklahoma, and local partners to provide high school students with STEM-focused aviation and aerospace education. The financing also funded additional improvements to public school facilities throughout the district.
Marshall County Tax Increment Financing District
Ponca City Public Schools Lease Revenue Bonds
Floyd & Driver, PLLC served as Bond Counsel in connection with the issuance of approximately $31 million of lease revenue bonds for Ponca City Public Schools through the Kay County Public Buildings Authority. The financing funded district-wide capital improvements, including upgrades to academic, athletic, fine arts, and administrative facilities. Projects included construction and enhancement of indoor and outdoor athletic training and competition venues, security and access-control improvements, classroom and office renovations, expansion of educational and fine arts spaces, infrastructure and paving improvements, and the acquisition of furniture, equipment, and other assets to support student programs and district operations.
Floyd & Driver, PLLC served as Bond Counsel in connection with the establishment of a tax increment financing district for the Pointe Vista development in Marshall County, Oklahoma. The project is expected to leverage approximately $4 billion in private investment to transform a largely undeveloped area surrounding Lake Texoma into a premier four-season destination resort. The development includes the Hard Rock Hotel and Caribbean Bay resort, retail and restaurant venues, entertainment and gaming facilities, a waterpark, marina improvements, and supporting public infrastructure. The tax increment financing district provided a critical mechanism for funding public infrastructure improvements necessary to support the project, as traditional development financing options were unavailable for a project of this scale.
